Rules of the Association

 

Below is a copy of the Rules of the Barkston Ash Amatuer Bowling Association.

Rules re-written August 1996 (Updated January 2004)
1 The title of the Association shall b the Barkston Ash Amateur Bowling Association
2 The primary object of the Association shall be to further the game of bowls
3 An Executive, consisting of a President, Honorary Secretary, Fixture Secretary, Treasurer and one representative from each club in membership, shall govern the Association.  The Executive Committee consisting of the President, Secretary, Fixture Secretary and Treasurer shall have decision-making powers but will be answerable tot he Executive. Life members are entitled to attend all meetings but have no vote, except at the two Annual Meetings.  In the event of a tie in voting, the President, or any person acting on their behalf, shall have a casting vote.
4 The President, Secretary, Fixture Secretary and Treasurer shall be elected at the Annual General Meeting.
5 A meeting will be held annually in January/ February being the combined Annual General Meeting and Rules Meeting.  Each club in membership shall be entitled to send 2 representatives, in addition to the delegate, all being entitled to vote at the meeting.  Meetings of the Executive will be arranged as required and shall be known as Delegates' meetings.   Any club failing to be represented at any meeting shall be fined the sum of £5 for each offence, unless the Secretary has previously received apologies for absence.
 
6 The Finances of the Association shall be vested in the Executive and the accounts shall be audited and submitted to the Annual General Meeting.
7 Notice of any proposed amendment or alteration to the rules shall be given, in writing, to the Secretary, by 30th September.   The Secretary shall send notice thereof to all clubs in the Association, within 14 days of that date. No Rules shall be altered, rescinded, or added to, without the majority vote of the members present. 
8 Each Club shall be bound by the Rules of the Association and all games shall be played in accordance with the rules and conditions of the British Crown Green Bowling Association.  Willful infringement of these rules by any club or member shall be dealt with in such a manner as the Executive think fit.
9 The Honorary Secretary shall convene a Special General Meeting at any time on receiving a requisition, signed by the Secretaries of not less than 5 clubs in membership, stating the business to be submitted to the Meeting.
10 Any clubs desiring to join the Association may do so on being duly proposed and seconded by two clubs already in membership and approved by the Association.  Any team desirous of withdrawing from the Association shall give at least 21 days notice to the Secretary before the Annual General Meeting.
11 An Annual Registration Fee in respect of each team entered, is payable when invoiced.   Invoices will only be issued at the discretion of the Executive.
12 A copy of the current rules must be available and on display at all inter-club matches, and merit competitions, to be consulted should may dispute arise. Failure to do so may result in a £5 fine.

Rules governing the INTER CLUB and MERIT COMPETITIONS

LM1 The Constitution of the leagues and details of play shall be determined at the AGM/Rules meeting, when entries have been ascertained.
LM2 All matches shall be played on dates agreed upon by the Secretaries of the clubs in membership.  The fixture list shall be completed by the end of March in each year and confirmed by the Executive.
LM3 On Saturdays, play shall commence not later than 2:00pm, evening games not later than 6:30pm.  All matches shall be played on the day and date so designated, unless the green is deemed unfit for play, or if either team is involved in Yorkshire County competitions.  Any re-arranged match must be played within 21 days. Failure to do so will result in a "no points" award to the offending club or to both.
LM4 The competing teams in the interclub competition shall consist of 10 players.  Every player must be a registered members of the club they represent.   No person shall be allowed to take part in Interclub matches or Merit competitions unless he-she is an amateur and a bona-fide member of a club in membership, and is registered with the fixture Secretary at least 7 days prior to playing.
LM5 No person shall be allowed to bowl for more than one club in any one year except with the the permission of the Executive Committee. Transfers will be considered in some circumstances, but only if both the clubs involved, are in agreement. Should transfer be approved, seven days must elapse between registering and playing for the new club.
LM6 The captains of the competing clubs shall decide any questions of play and all matters of dispute, but must agree upon a third person to act as referee, whose dicision shall be final.
LM7 Only the aggregate points scored by a team will be recorded in all inter-club matches.
LM8 A club having two teams in the Association shall, before the season commences, submit the names of its 10 best players, 6 of whom will be starred by the Executive and be elegible for 'A' team matches only.  Similar principles apply to clubs having 3 or more teams in membership. A request to change the starring of players will be considered by the Executive Committee only up to the half-way point of the season.
LM9 The order of play shall be exactly as drawn, and not at the captain's discretion.  This excludes late arrivals and early leavers as gentleman's agreement by both captains.
LM10 If any player, whose name has been drawn to play in an inter-club match does not answer to his/her name on hour after commencement of play, the opposing captain shall call upon the club whose member is absent, to provide a substitute.   If unable to do so, the player who is ready shall claim the points.   'Absent' shall be recorded on the results sheet against the absent member's name.
LM11 No member of a visiting team may practice on the opponents' green for 7 days prior to playing in a Match or Merit competition, which is under the control of the Association.  However, if a player plays in a match fixed by the Executive or a recognized Bowling Association, such play shall not be regarded as practice.  Two ends practice only is allowed to visiting players.
LM12 In merit competitions, neutral greens shall be considered neutral to the club the player represents, and not to the individual.
LM13 Visiting teams in the league competition shall be given the lead of the Jack.  In Merit competitions, players must toss for lead of Jack.  Standard Jacks, as defined by the BCGBA must be used in all competitions.
LM14 After each inter-club match, the home club shall be responsible for sending the result sheet, fully completed and signed by both captains, to the Fixtures Secretary by the first class post.  Should a result sheet not be received within 4 days, a fine of £5 may be imposed at the Fixtures Secretarys discretion.
LM15 The League shall consist of 2 or more divisions (currently 4).  Normally promotion and relegation is on the basis of 'two up and two down'.  The Executive is empowered to increase or decrease the number promoted or relegated should it be expedient to do so
LM16 Should two or more teams have the same number of aggregate points at the end of the season, the team with the greatest points difference ('points for' minus 'points against')  will be declared the winner.
LM17 No Player is allowed to play in two teams in the League on the same day, including re-arranged date.
LM18 Any Player, who plays in another league on Saturdays, must play a minimum of 50% of his/her completed matches in the Barkston Ash League, before being eligible to play in the Merit Competitions.  In a doubles merit, the partners shall be from the same registered club.
LM19 A Selection Committee as decided by the Executive, will select the players or club teams for Inter-League matches.
LM20 All fees or fines can be waived at the discretion of the Executive
LM21 The Executive is the sole interpreter of these rules.   Should any question or dispute arise in connection with these rules, the Executive shall decide, that decision shall be final, and there shall be no appeal either at law or otherwise.
LM22 Any matter not provided for in the foregoing rules shall be dealt with as the Executive consider appropriate.  The decision shall be final, including any matter which does or is likely to, bring the Association, any Member Club, or any registered player, into disrepute.

KNOCKOUT AND JACK COOK TROPHY COMPETITIONS
C1 The competing teams shall consist of 10 players, every players being a registered memberof the club they represent.
C2 Regarding starred players, the same principles apply as in league matches (see Rule LM8)
C3 No player is allowed to play in two teams on the same day, including re-arranged dates.
C4 All Teams from all divisions will enter the qualifying round of the Knockout Competitions.
Winners proceed to the BARKSTON ASH TROPHY. Losers will enter the JACK COOK TROPHY
C5 In both competitions, all matches will be played on neutral greens (i.e neutral to the clubs).  The greens will be drawn at random from all greens made available by the delegates at the meeting.
C6 Leaders of Jack will be determined by toss of coin between captains, the winner electing to the jack on either even or odd numbered games.
C7 Handicapping will apply as follows :-
Division 1 Teams Scratch
Division 2 Teams +15
Division 3 Teams +30
Division 4 Teams +45
C8 Singles Play. Winners determined on total aggregate
C9 In the event of a tie, a previously nominated player from each team will play each other (15up) to decide the winner. If teams are from different divisions, the player from the lower division team will receive one point start for each division separating the teams. Leader of Jack decided by toss of coin.

Currently the Singles and Pairs merits are each played independently over two Sundays.  The   preliminary rounds of the Barkston Ask and Jack Cook competitions are played on Saturdays, with later rounds on Friday evenings and finals on Sunday. Two Saturdays will be left vacant for Yorkshire Cup Matches.

Conditions of the Lord Lascelles Challenge Trophy

Lord Lascelles states:-

'Should the Barkston Ash Amateur Bowling Association cease to exist, the trophy shall be returned to me or my executors, to be disposed of as may be thought desirable.'

The Lascelles Trophy is awarded to the winners of Division 1 and the Pedley Trophy to the winners of Division 2.
